It turns out, ol Lou Reiter DID conduct an investigation in a state where the investigator has to have a license. I really don't care how many other states he has worked in, in THIS state, he needed a license. I think we paid him plenty enough that he should have looked into minor details like the law before he came.
I wonder if the egg on bauer's face is scrambled or sunny-side up!

where are we headed?

I am just going to try and summarize the conversation I had with Mr Legare. I am by no means as articulate as he is, so don't shoot me if I don't get the points across to you as well as he will Friday night. I will be stealing some of his words here now, tho.

I think I originally was thinking that we could file some kind of injunction/court order to get the city folks to act in a consistent and responsible manner. I thought maybe we had the right as citizens to force them to make a commitment to one course of action. Instead what we see, is that they routinely engage in violating the public trust by
lying and other deceitful practices.
Unfortunately, David explained to me that the remedy is not in the court system. There are no injunctions or court orders or cause of action that can force the council, the mayor, or Mr PP to act wisely or responsibly.
Mr PP is a bully, and a moving target. What a great combination, unless you are interested in integrity of course. He changes his tactics and arguments whenever it suits his purpose, and the purpose is to get rid of the chief.

So what do we need to do?
David says, we need to attack this from a political standpoint.
Ask that everyone be held to the same standard......if the council wants a break cuz this is soooo hard for them, then we want the same for Ron. If on the other hand, they want every "I" dotted and every "T" crossed at the police dept. then god damn it Reiter better have a license, and his sidekick best be cleared of all his impending criminal charges. We will need to put the council et al under the same microscope the chief has been under.
What we have to do is get our message out to the citizens of Billings that what is happening in our city is WRONG. We will need the Gazette to help us get this message out, which is why I wanted them there to begin with, but everyone seems to think we better wait til we are very sure of what we are trying to get across. I can live with that opinion.
David said we need to form a tighter group, with a more unified voice in order to affect a change. We do that by identifying a target, and brainstorming on how we can implement that target.
So we now decide, what is our target?
Is it to support Ron? Is it to get rid of PP and hold the city council accountable for their actions and decisions? Is it something else? We can not all be running off in all different directions and expect to be effective.
The most important thing, is to get all the facts, so the people of Billings will KNOW THE TRUTH. Then, everyone will be asking the same question! What the hell is wrong with mr pp and why is he still here????

WHOSE INVESTIGATION IS IT ANYWAY?




If we can’t have some competence in city government, can we at least have some consistency, commitment and truth? This “investigation” or “personnel audit” into the Police Chief has taken on many names depending on whether their investigator needed a license or not but it has now morphed into different forms and numbers as well.

What started out as a single investigation conducted by Bauer’s handpicked hired gun Reiter assisted by local attorney Cal Stacey has apparently become two separate investigations with two separate reports.

The first contract called for the report to be given to Bauer. Then, under pressure, the Council issued a second contract and said they were going to get the report and take over ownership. Now the mayor is quoted as saying Bauer has the report which he will summarize for the Council’s benefit. Huh? Which is it? Is it too much to ask the Council to pick a story and stick to it?

From this day forward

I know we do not own the most impressive of blogsites here, and I did think at first that I should start this one over rather than let it be known that we are all virgin bloggers and our comfort levels lie elsewhere.
How bout you veterans show us the ropes, and bring in some fresh ideas at the same time.
Everyone here is concerned about how our city is being run, by whom, and how much of our scarce as it is money is going up in smoke.
I have a feeling that may be on many of your minds as well.
